This is a great read! You hint at a few options to counteract the neglect of anomalies ("better innovation policy and maybe even a more ambitious scientific culture"; "messy science") and investigate them. What do you propose specifically to do about it?
I will hopefully write more about tangible solutions and interventions moving forward but at least in the near term, I am focusing on trying to elucidate concretely what the problems actually are.

Hi Jannik, sorry for the very late reply. I think its a difficult problem. On the institutional front, we should start experimenting with research models and ways of organizing science. This might look like different research group structures, mission-oriented science organizations, etc. I think this is also a cultural issue, which seems like a much harder issue to tackle. I wrote about this with Florian here: https://www.google.com/url?sa=t&source=web&rct=j&opi=89978449&url=https://papers.ssrn.com/sol3/papers.cfm%3Fabstract_id%3D4624693&ved=2ahUKEwjii_ajscCJAxU5ZkEAHeNVObwQFnoECBYQAQ&usg=AOvVaw3ZkzwiQMxzG99Sz4FCrSNd
